The political outlook convinces me that it will be necessary to continue Belgian Relief for at least another twelve months. The volume of this work has grown to such dimensions as to require every moment of my time and intelligence and I can, therefore, be of no practical service to the Company. In these circumstances I must again express strongly that I feel compelled to resign the Chairmanship of the Company. I should be glad to continue as an ordinary Director, and would suggest that Mr. Theodore Hoover should become my alternate on the Board, as I believe that he would be willing and able to perform my duties until such time as I may more actively participate in the affairs of the Company.
